The notice is hereby made as follows. I. Objectives and tasks (I) Main objectives. By 2025, 50 demonstration bases for comprehensive utilization of bulk solid waste (hereinafter referred to as "demonstration bases") will be built, and the comprehensive utilization rate of bulk solid waste in the demonstration bases will reach over 75%, significantly enhancing the supporting capacity of regional carbon reduction. We will cultivate 50 key enterprises for comprehensive utilization (hereinafter referred to as "key enterprises"), implement demonstration and leading actions, and form strong demonstration effects of innovation leading, industry driving and carbon reduction. 2. Key Tasks 1. Agglomeration of industrial distribution. The demonstration base should adopt comprehensive policies, further optimize the industrial spatial layout, strengthen the regulation of "small scattered and dirty" enterprises, promote the agglomeration of related industries to the base, and give full play to the industrial agglomeration and link effect of the base. We will encourage key enterprises to follow market-oriented principles and adopt various measures, such as mergers and reorganizations, to expand operations, enhance market competitiveness and increase industrial concentration. 2. Low carbon utilization. The demonstration base should focus on promoting the green transformation of traditional industries in the region. Enterprises are encouraged to optimize production processes, select high-efficiency and energy-saving equipment, reduce resources and energy input, and give full play to the synergistic effect of comprehensive utilization of bulk solid waste on replacing natural mineral resources and reducing carbon emissions. 3. Advanced technology and equipment. Demonstration bases and key enterprises should implement new development concepts, strengthen scientific and technological support, take the initiative to match advanced standards and select advanced technology and equipment to enhance their market competitiveness. We will encourage key enterprises to carry out collaborative innovation between enterprises, universities and research institutes, establish multi-form innovation alliances, and promote the r&d and industrial application of advanced technology and equipment. 4. Innovative mode and mechanism. We will encourage demonstration bases and key enterprises to innovate models of comprehensive utilization of bulk solid waste, explore and improve new mechanisms, such as linking the disposal and utilization of bulk solid waste with production, in light of local conditions, and promote the coordinated utilization of bulk solid waste across regions, industries and varieties, so as to form typical examples of comprehensive utilization of bulk solid waste that can be replicated and extended. 5. Standardized operation management. The competent department of the demonstration base shall, through informationization measures, establish an account book for the comprehensive utilization of bulk solid waste, and strengthen the whole-process management of the reduction of bulk solid waste at the source, clean production in the process and disposal and utilization at the end. Key enterprises should accelerate the establishment and improvement of relevant standards and norms for comprehensive utilization of bulk solid waste, and improve the standardization level of production and operation. Second, organization (1) Recommended scope and conditions. 1. Scope of recommendation. The demonstration base mainly focuses on comprehensive utilization of bulk solid wastes such as coal gangue, fly ash, tailings (co-associated ores), smelting slag, industrial by-product gypsum, construction waste and crop straw. The construction of the base shall be mainly carried out by local governments, and in principle, no new construction land shall be added. The backbone enterprises are mainly those with strong technology research and development capabilities, major innovation breakthroughs in the comprehensive utilization technologies and modes of bulk solid waste, and strong industry and regional influence. 2. Recommendation conditions. The demonstration base to be recommended shall meet the following conditions :(1) comply with national laws and regulations and industrial policies; (2) Comply with relevant industry, land, regional and urban planning; (3) Relevant plans or implementation schemes for comprehensive utilization of bulk solid waste have been formulated; (4) The main body of construction and operation is clear, and the comprehensive utilization rate of bulk solid waste exceeds 65%; (5) There are no less than 5 enterprises for comprehensive utilization of bulk solid waste, with advanced technology and equipment, and a comprehensive utilization industrial system of upstream and downstream cooperation has been formed; (6) No major environmental protection and safety accidents occurred in the past three years. The backbone enterprises to be recommended should meet the following conditions :(1) in principle, the enterprise should take comprehensive utilization of bulk solid waste as its main business, and the annual output value of comprehensive utilization accounts for more than 60% of the total output value of the enterprise, and the total output value of comprehensive utilization is not less than 100 million yuan, which has a strong demonstration and leading role; (2) The enterprise has strong market competitiveness and growth in the segmented field of comprehensive utilization of bulk solid waste, and has mastered key core technologies; (3) The existing products of the enterprise conform to the Guidance Catalogue for Industrial Structure Adjustment (2019 Edition); (4) The enterprise has good economic returns and good credit records in the past three years; (5) No major safety and environmental accidents occurred in the past three years. The bases for comprehensive utilization of bulk solid waste and industrial resources listed in the National Development and Reform Commission and the Ministry of Industry and Information Technology in 2019 are no longer recommended. (2) Working procedures. 1. Programming. Demonstration bases and key enterprises shall, in light of the actual needs of regional development and in accordance with the requirements of the compilation outline of implementation plans (see annex), work out three-year construction implementation plans and formulate corresponding safeguard measures. 2. Organization recommendation. The provincial development and Reform Commission, as the reporting unit, shall carry out necessary examination and approval procedures for alternative demonstration bases and key enterprises, put forward examination and approval opinions and recommend them based on merit. Each provincial DEVELOPMENT and Reform Commission shall submit the recommendation materials to the NDRC before August 20, 2021, including provincial recommendation documents, implementation plans for demonstration bases or key enterprises and certification materials (in duplicate, with an electronic CD-ROM attached). Provincial development and reform commissions shall be responsible for the authenticity, legality and integrity of the recommendation information. 3. Review and confirmation. The National Development and Reform Commission will organize the evaluation and public confirmation of the implementation plans of demonstration bases and key enterprises submitted by various localities. The National Development and Reform Commission will publish a list of demonstration bases and key enterprises based on the results of evaluation and publicity. (3) Mid - and late-stage supervision. Provincial development and reform commissions shall strengthen guidance and management of the construction of demonstration bases and the cultivation of key enterprises. Upon the completion of the construction period, the provincial development and reform commission shall promptly organize the evaluation and acceptance inspection, clarify the results of the inspection and acceptance inspection, and report the evaluation and acceptance inspection, construction experience and results to the National Development and Reform Commission. The National Development and Reform Commission will conduct spot checks on the construction of demonstration bases and key enterprises. If the work progress lags behind or the construction results are poor, measures will be taken, such as supervision and rectification, notification and criticism, and if the evaluation fails to meet the standards, timely adjustment will be made. Iii. Safeguard measures 1. Strengthening organizational leadership. The local governments of demonstration bases and key enterprises should attach great importance to the project approval and supporting policies encountered in demonstration construction in an overall plan to ensure the steady and orderly progress of demonstration construction. 2. Strengthening policy support. The National Development and Reform Commission will use existing channels to support key projects that meet the criteria. Local governments should implement preferential policies such as value-added tax, income tax and environmental protection tax for comprehensive utilization of resources in strict accordance with relevant state regulations, and increase support for key construction projects. We will encourage the exploration of a long-term mechanism for comprehensive utilization of bulk solid waste. (3) Strengthening experience dissemination. Local governments should strengthen the tracking of the construction of demonstration bases and key enterprises, timely summarize and form typical experience models worthy of promotion, intensify publicity and promotion efforts, and give full play to the demonstration leading role of demonstration bases and key enterprises.
